Iloilo City - A regional orientation on the Bottom-up Budgeting (BuB) was conducted for the DILG fieldmen of Region 6 and 7 held on January 25, 2013 at Punta Villa, here.
The activity intends to enhance understanding of the 283 participants on the Aquino Government’s Anti-Poverty Strategy and Localization and Empowerment Program; the Role of the Local Government Units (LGUs) as Key Vehicle for Poverty Reduction and the Bottom-Up Budgeting Process; and the 2013 Bottom-Up Budgeting Process for National Government Agencies in relation to the Local Anti-Poverty Planning (LAPP) of LGUs.
Further, it is also aimed to verbalize commitments of LGUs to support and facilitate grassroots participation in crafting the Local Anti-Poverty Action Plan; draw out regional or provincial agency workplan to assist the Local Poverty Reduction Action Team (LPRATs) in the participatory LAPP formulation; and facilitate compliance of LGUs of the requirements for the implementation of the BuB project as indicated in the guidelines.
The Human Development and Poverty Reduction Center (HDPRC), the Good Governance and Anti-Corruption Cluster (GGAC) and the Economic Development Cluster (EDC) created under the Executive Order No. 43 series of 2011will carry out the implementation of BuB in the 1,233 focus cities and municipalities nationwide for FY 2014 budget preparation together with the national government agencies namely DILG, DBM, DSWD, DAR, DA, DepEd, DOE, DENR, DOH, DOLE, DTI, DOT, TESDA, NEA and NAPC. This is in line with the President’s “Social Contract to the Filipino People” calling for transparent, accountable and participatory governance. - Christine Palma
