DILG assists six Cagayan towns in crafting CDP plans

TUGUERARAO CITY- In the pursuit of capacitating local government units (LGUs) with low to medium Local Development Council (LDC) capacity, the DILG Cagayan Field Office recently conducted a Training-Workshop for the formulation of the Comprehensive Development Plan to six Cagayan municipalities at Crown Hotel and Pavilion, Tuguegarao City.

DILG Cagayan Provincial Director (PD) Ruperto B. Marribay said that the approved and adopted CDPs are requirements for the release of 2019 Local Government Support Fund-Assistance to Municipalities (LGSF-AM) Funds.

Pursuant to Section 106 of the Local Government Code of 1991, the LGUs are mandated to prepare, approve, and adopt their CDPs. Compliance of LGUs on the LDC functionality was based on the 2018 Governance Assessment Report of the Seal of Good Local Governance.

PD Marribay emphasized that the workshop participants play pivotal roles in the formulation, approval and adoption of the CDP and other pertinent requirements on Local Development Council (LDC) functionality.

In his opening remarks, Marribay emphasized that LGUs must pass the LDC functionality criteria for them to receive the LGSF-AM funds before the end of June 2019. Otherwise, they will not receive the funds from the Bureau of Treasury.

During the 4-day event, PD Maribbay served as a resource speaker on the simplified CDP Process. Assisting him were key Provincial and Municipal Local Government Operation Officers (LGOOs) in Cagayan Province.

On the 1st day, the workshop covered the CDP Process, DRR-CCA, Biodiversity, Gender and Development, Conflict Sensitivity, Tourism, Business Friendliness and Competitiveness, and Vision Formulation.

On the 2nd day, the topics covered include Ecological Profile and Local Development Indicator System, Vision-Reality Gap, Problem-Solution Finding Analysis and Formulation of Goals and Strategies.

Meanwhile, the process in identifying programs, projects and strategies including the methods in prioritizing PPAs were introduced on the 3rd day.

On the last day, participants were given an overview of the preparation of zoning ordinance and Local Development Investment Program. Participants prepared their respective action plans for the target completion of their CDPs.

During the closing program, DILG II Regional Director Jonathan Paul Leusen, Jr. expressed his appreciation to the DILG Cagayan for initiating the said training-workshop. The Director highlighted that the technical working group (TWG) is the backbone of the LDC, without them, the LDC will not be able to finalize any plan, especially the CDP.

In attendance during the event were the Planning and Development Coordinators, Municipal Engineers, Disaster Risk Reduction and Management Officers, Environment and Natural Resources Officers, Agriculture Officers, Health Officers, Social Welfare and Development Officers and Business Permit and Licensing Officers of the municipalities of Calayan, Lasam, Alcala, Santa Ana, Pamplona, and Abulug.
