The Department of the Interior and Local Government (DILG) X welcomed the personal presence of President Rodrigo Roa Duterte during the recent Joint National and Regional Task Force to End Local Communist Armed Conflict (ELCAC) in Cagayan de Oro City.
DILG X Regional Director Arnel Agabe said PRRD’s site visit despite his very busy schedule is a testament of his unwavering priority thrust to end the decades-old problem on insurgency.
During his speech, Duterte decried the Communist Party of the Philippines-New Peoples Army-National Democratic Font (CPP-NPA-NDF) as these groups are harming families, the community as a whole, government properties and even the investors who ventured into business in far-flung areas for about 53 years already.
“For fifty-three years, many of your comrades have died and you’ve already forgotten where you buried them. Their bodies might have been washed out already. And you’ll just say, ‘He left one night and didn’t return’,” Duterete said.
The President said the government will still welcome those who do not want war, and those who understand what is right and wrong.
Present during the said Regional ELCAC meeting were Region 10’s local officials and representatives of various national agencies. Said event is anchored on sustaining peace and order; providing basic services in conflict-affected areas; updates on the mitigating measures; and policies and programs under the National Peace Framework to address armed conflicts across the country.
It can be recalled that President Duterte has continuously denounced insurgency and armed conflict as major impediments to lasting harmony and public order in the land. He issued Executive Order (EO) No. 70 that created the NTF-ELCAC and institutionalized a whole-of-nation approach towards obtaining sustainable peace in the hopes of putting an end to more than five decades of local communist insurgency.
Regional Launching of the Barangay Development Program
Meanwhile, DILG Undersecretary for Local Government Marlo L. Iringan introduced the newest program of the Duterte administration—the Support to Barangay Development Program (SBDP) during the regional launchin.
Iringan said the program is a manifestation of the government’s appreciation and love for the public especially those from the countryside. He hope the 119 recipient barangays of the P20-million SBDP fund will efficiently and effectively implement their projects.
He said SBDP program was created to ensure the realization of the ELCAC priority barangays’ development projects.
The approval of Republic Act 11518, otherwise known as the FY 2021 General Appropriations Act (GAA), initiated the ‘whole-of-nation’ approach to ending local communist armed conflict. The GAA 2021 allocates P16.44 billion to the Local Government LGSF-SBDP.
