The Local Government Empowerment (LGE) cluster of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) recently convened and discussed the operationalization of their implementation plans for FY 2021, said the Department of the Interior and Local Government (DILG)-10.
DILG-10 Regional Director Arnel Agabe stressed the need to continue delivering LGE mandates, particularly the implementation of Executive Order No. 70, which institutionalizes the whole-of-nation approach in ending local insurgency.
“We will determine the gaps and we will also identify how we could enhance, strengthen, and improve our performance in providing capability-building interventions to barangay-based institutions (BBIs),” Agabe said.
“The BBIs need to be empowered and enhanced so that they will be able to deliver their respective duties and responsibilities in their communities,” the regional director added.
Agabe encouraged the cluster to identify and share appropriate interventions to LGUs for the remaining months of 2021 and 2022 during the open discussion.
He said meeting attendees assessed whether the activities identified by the members are responsive to the cluster’s vision of ensuring that local government units (LGUs) take the lead in peace-building.
Since the administration has adopted good governance as the solution to insurgency in the country, it is the cluster’s mission to empower LGUs by enhancing their policy direction, providing capacity-building efforts, supporting project development, and maintaining security and justice.
Present during the said cluster meeting were representatives from member agencies composed of the Philippine National Police (PNP), Philippine Army (PA), National Intelligence Coordinating Agency (NICA), and DILG.
