DILG-R3 conducts orientation for the formulation of CapDev Agenda for LGUs

September 30, 2021

The Department of the Interior and Local Government-Region 3 (DILG-R3) conducted the Regional Orientation on the Formulation of Capacity Development Agenda (CDA) for Local Government Units (LGUs) last September 1- 3, 2021 in anticipation for the implementation of Executive Order No. 138 beginning next year.

EO 138 mandates all provinces, cities, municipalities, and barangays to prepare their Devolution Transition Plans to guide them towards the full assumption of devolved functions and services that come with more financial resources.

DILG-R3 Officer-in-Charge Regional Director Jay R. Timbreza emphasized the role of the participants in the successful formulation of the LGUs’ CDA, and Provincial Directors as the influencers to local functionaries.

He said that CDA will play a critical role in helping local officials chart their capacity roadmap in plotting their path towards full devolution.

The main objective of the activity, Timbreza said, was to orient the DILG Field Officers on the Capacity Development (CapDev) processes in order to effectively and efficiently provide technical assistance in crafting the CDA of their respective LGUs.

The activity was participated in by the Provincial Directors, Cluster Team Leaders, Program Managers, City or Municipal Local Government Operations Officers, and CapDev Focal and Alternate Persons.
