CAGAYAN DE ORO CITY – Cognizant of the need for a whole-of-nation approach in ending local communist armed conflict, the DILG Cagayan de Oro City Field Office in partnership with National Intelligence Coordinating Agency (NICA) Region X briefed 80 punong barangays on their role in attaining inclusive and sustainable peace via Executive Order No. 70.
DILG Cagayan de Oro City Director Jane J. Docallos said that the briefing was tackled during the Liga ng mga Barangay Assembly held at City Grand Hotel, Cagayan de Oro City on June 7, 2019.
“Notwithstanding the fact that violence caused by the CPP-NPA has not been directly experienced by Cagayan de Oro City in the recent years, history tells us that this happened in the hinterland barangays in the late 70’s,” Docallos said.
Docallos urged the barangay officials to take a proactive stance in addressing local communist armed conflict and insurgency problem in their respective jurisdictions.
“There were recent incidents of armed violence in nearby provinces and municipalities which make the city also vulnerable,” she said.
During the event, punong barangays were briefed on the Communists-Terrorist Group (CTG) Infiltration in the Government and EO 70- Ending Local Communist Armed Conflict (ELCAC) Call to Action.
NICA Regional Director Manuel M. Orduńa personally discussed the nature of insurgency problems and some modus operandi of the CTG.
Meanwhile, CD Docallos stressed that city officials play important roles in ensuring the priority and delivery of basic services to the people for this could be capitalized by left-leaning organizations in recruiting members.
“Good governance is one of the keys to address the problem of insurgency wherein CTGs usually capitalize on government apathy and negligence to the plight of the poor and the oppressed,” Docallos stressed.
