DILG CAR launches ‘Disiplina Muna' campaign to boost Covid-19 prevention efforts in the region

To promote participatory governance and to foster the culture of discipline among the Filipino people especially during the fight against COVID-19, the “Disiplina Muna” advocacy campaign in the Cordillera Administrative Region (CAR) was officially launched on July 22, 2020 at the Baguio Country Club. The activity was led by the Department of the Interior and Local Government (DILG) – CAR.

During this time of the pandemic, discipline is our best defense against COVID-19 by simply complying with the minimum health protocols,said DILG CAR Regional Director Marlo Iringan as he cited examples such as the wearing of face masks, social distancing, and proper handwashing.

The campaign is anchored on the Philippine Development Plan (PDP) 2017-2022 which aims to lay the foundation for inclusive growth and a high-trust society by ensuring people-centered governance towards Ambisyon Natin 2040 that envisions a matatag, maginhawa at panatag na buhay para sa lahat.

Baguio City Mayor Benjamin Magalong, Baguio City Sangguniang Kabataan (SK) Federation President Councilor Levy Lloyd Orcales, Philippine Army Brig. Gen. Henry Doyaoen, and Council for the Restoration of Filipino Values (CRFV) Program Supervisor Jesus Sison were the guests of honor during the launching program.

Sison said, “We are looking forward to this new normal and era in our nation where discipline, excellence, responsibility, truthfulness, and righteousness among the citizenry are the prevailing culture and norms.

Representing the youth sector in Baguio, Orcales highlights how the youth believes in the importance of instilling discipline to oneself and to the community in order to attain genuine peace, prosperity, and unity for the present and future generations to come.

Brig. Gen. Doyaoen, on the other hand, expresses the support of the Armed Forces of the Philippines (AFP) in the campaign. He also encouraged the youth to stay vigilant in an era of fake news so as not to be swayed into rebelling against the government.

The activity also included a keynote message from DILG Secretary Eduardo Ao as well as video messages from DILG Spokesperson Undersecretary Jonathan Malaya and Provincial Governors of CAR expressing their support.

In the past months of battling COVID-19, Baguio City residents’ discipline and respect for laws and regulations have come along well and have served as an example for the rest of the country,” Ao said.

Local chief executives are especially reminded to lead the campaign in their respective LGUs by undertaking relevant activities that promote a culture of discipline among their constituents.

Mayor Magalong, Disiplina Muna Ambassador of the Cordillera, praised the discipline of the Cordillerans for making Baguio City and the whole region a model area during the pandemic. “Discipline is what we carry with us until the very end as we remain steadfast to the priceless values which measure us from what others are. Kaya naman ang panawagan sa panahon tulad ngayon, sa hirap at ginhawa, disiplina muna. Nandiyan ang ating pag-asa.

The campaign featured the unveiling of the caricature of the Disiplina Muna Ambassador and the 7 pillars of the Disiplina Muna which includes Road Clearing, Disaster Preparedness and Resilience, Anti-Smoking, Ease of Doing Business, Liquor Ban, Tourist Spots Cleanup, and the Functionality of the Barangay Anti-Drug Abuse Councils (BADACs).

Stakeholders from the AFP, National Police Commission (NAPOLCOM), Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Bureau of Fire Protection (BFP), youth representatives, and various regional line agencies attended the activity and signed the pledge of commitment where they expressed their commitment towards the realization and success of the advocacy.
