The DILG Regional 8 signed a Memorandum of Agreement (MOA) with the University of Eastern Philippines (UEP) on implementing the Citizen Satisfaction Index System (CSIS) on January 27, 2021 at the UEP Conference Hall, Catarman, Northern Samar.
The agreement signed by the DILG and the UEP details the partnership between the two institutions to conduct CSIS in the municipalities of Catarman and Catubig in Northern Samar this year.
CSIS is a tool to measure the citizen’s perception of their local government’s delivery of services and aid the concerned local government units (LGUs) in improving their performance.
DILG-8 Regional Director (RD) Karl Caesar R. Rimando and UEP President Dr. Cherry Ultra signed the MOA for their respective offices. Also present were DILG Northern Samar OIC-Provincial Director Danilo A. Laguitan, CSIS Regional Focal Person Jenna Negros, DILG CSIS Provincial Focal Person Christine L. Dela Rosa, MLGOOs of the target LGUs: Jorge Durom of DILG Catarman and Jinnah Mae Lobrio of DILG Catubig as well as Dr. Tito Cabili, Dr. Josephine B. Tan, Ronie Macaldo, Dr. Rico de Asis, Mark Loberita, Aveliza Basibas and Beberlie Dangkeo of UEP.
The MOA signing is the start of a more significant partnership between the DILG and UEP to help improve socioeconomic conditions, advance the appreciation of public affairs, and effectively transform into becoming productive and development partners.
RD Rimando thanked the university president for accepting the partnership with the DILG. "Let us help each other see-through CSIS, how LGUs Catarman and Catubig respond to the needs of its people," he said.
Dr. Ultra said that the UEP is more than willing to do its part for the efficient implementation of this program because of its significant contribution to a more effective and accountable public service.
The MOA signing was followed by a brief orientation on the implementation of the 2021 CSIS. An open forum was likewise held wherein the questions and clarifications were raised and were answered by the CSIS Regional Focal Person.
CSIS aims to inform LGUs and other sectors such as civil societies, academe, and national government agencies on the value of the collected feedback from a cross-section of the population.
