The Department of the Interior and Local Government’s (DILG) Region 10 warned local government units (LGUs) of Northern Mindanao to be wary of unscrupulous individuals posing as consultants on the government’s End Local Communist Armed Conflict (ELCAC) program in exchange for a percentage of the funds allocated for the government’s rebel reintegration program.
DILG-10 Regional Director Arnel M. Agabe said the office have received various reports of posers who wanted to take a slice of the pie in the national government’s counter-insurgency programs, plans and activities (PPAs) including the P16.44 billion fund for the Local Government Support Fund – Support to the Barangay Development Plans (LGSF-SBDP).
“We would like to warn our local government units, especially the National Task Force (NTF)-ELCAC priority barangays, about these individuals capitalizing on the government’s program and to immediately report them to the authorities. The Department strongly condemns this fraudulent act against the public,” said Agabe.
Agabe said that each priority barangay is allocated P20 million for the implementation of their PPAs and boost economic development in their area including farm-to-market roads, water and sanitation systems, as well as livelihood programs.
He underscored that only the DILG and the Department of Budget and Management (DBM) are allowed to release funds to the Provincial Office of the LGU beneficiary.
“We encourage our LGUs to report to the DBM and the DILG if they are approached by such individuals,” RD Agabe said.
