DILG Launches Barangay Governance Performance Management System
In order to further strengthen the barangays, the DILG CALABARZON has launched the Barangay Governance Performance Management System (BGPMS). The program, which is an offshoot of the LGPMS, is an assessment tool geared to assist the barangays venture into the broad horizon of development.
Some of the objectives of the BGPMS are the following:
a) Provide a management and development tool for barangays;
b) Benchmark barangay performance alongside established standards;
c) Assist the national government in making appropriate policies for barangays using the information from the BGPMS report.
As with the LGPMS, data gathering and validation are critical activities in the implementation of the BGPMS.
The instrument to carry this out is the Barangay Data Capture Form (BDCF) which must be accomplished completely and accurately. In line with this, a DCF enhancement-workshop with select DILG IV-A field officers was held on September 5, 2007. Moreover, a DCF validation with barangay officials of Quezon province was held on September 12-14, 2007 in Iloilo.
These activities gathered inputs from the field officers and barangay officials in order to come up with an effective instrument. The BGPMS will soon be fully implemented in CALABARZON.
