Robredo designates ten CESO officers to key positionsAugust 11, 2011

August 8, 2011. Secretary Jesse M. Robredo of the Department of the Interior and Local Government (DILG) on Tuesday designated ten officials of the Department who are career executive service officers (CESO) to key positions based on their core competencies and line of expertise.

Robredo said the recent movement and new designations of key officials of the Department are necessary in view of the recent promotions of Department officials as well as to match the line of expertise of officials with their functional areas of responsibility.

“With their new designations, I am confident that these officials will be able to formulate and implement measures that will promote greater transparency, accountability and performance not only within the Department but also among LGUs,” he said.

Section 6 of the Administrative Code of 1987 authorizes the Secretary of the Department to delineate and assign the respective functional areas of responsibility of the Undersecretaries and Assistant Secretaries.

The newly-designated officials include: former QC field Office city director Maria Lourdes Agustin as OIC-Assistant Regional Director of NCR, vice Virgilio Castro who was promoted as NBOO Director; former NBOO Director John Castaneda who was reassigned as Director of the Office of Project Development Service; and OIC Florida Dijan who was designated as full-fledged Regional Director of Region III.

Earlier, Assistant Director Francisco Cruz of the National Barangay Operations Office (NBOO) was also designated as Director of the Planning Service, vice Arlene Zamora who was reassigned as Director of the Financial Management Service;

Also given new designations were: Rolando Acosta as Assistant Secretary for Policies, Plans and Programs, Department Legislative Liaison Officer, and Outcome Manager for Empowered and Accountable LGUs and Business Friendly LGUs; Eubert Gutierrez as Assistant Secretary for Administration and External Relations and Outcome Manager on Strengthened Internal Governance Capacity; Ester Aldana as Assistant Secretary for Finance and Comptrollership; and Nariman Ambolodto as Assistant Secretary for Muslim Affairs and Special Concerns and Chairperson of the DILG Task Force on Administrative Order 273 (Transferring the Supervision Over the Autonomous Regions from the Office of the President to the DILG).

Robredo urged all heads of operating units and all DILG-Local Government Sector employees to provide support and assistance to the newly-designated and reassigned officials to ensure smooth implementation of their assigned tasks and functions. ###
