ELA progresses in Malabon, advanced in San Juan

Various sectors from Malabon City on September 14, 2005 put their heads together for a 3-day seminar-workshop on the Executive Legislative Agenda (ELA) held at the Mayor’s Compound in Barangay Maysilo, following the success of its orientation last June 21.

The seminar-workshop was spearheaded by the Malabon ELA Team in coordination with the DILG-Malabon headed by City Director Antonio Belaro and staff Maxim Reyes, Isabel Bunag and Imelda Basilio who acted as facilitators.

With DILG City Directors Jovian Ingeniero of Taguig and Antonio Belaro of Malabon serving as facilitators-coach, the participants were organized into small discussion groups, and let them present their respective workshop outputs and formulate a new vision statement for the city.

Malabon City Mayor Canuto Oreta and Vice Mayor Mark Allan Jay Yambao, both signed the pledge of commitment in attaining the foregoing ELA implementation from year 2005 to 2007.

Earlier, ELA was also introduced in the Municipality of San Juan during a weekly breakfast meeting of the Department Heads held at the municipality’s Multi-Purpose Hall on September 1, 2005 .

Municipal Mayor Joseph Victor Ejercito and Vice Mayor Leonardo Celles together with the Sangguniang Bayan members and Punong Barangays were also at hand in the said orientation facilitated by Taguig City Director Jovian Ingeniero and in coordination with the DILG-San Juan Team headed by Municipal Director Cesar Schneider and field officer Mariane Celeste Cariño.

Meanwhile, the seminar-workshop in Malabon proved to be fruitful as the participants were able to recommend inputs and came up with more concrete and realistic agreements, specifically on the identification and prioritization of the ELA issues, programs and projects covering the 2-year program.

Finally, Mayor Oreta imparted in his message to the participants that, “much of the success of the ELA established in the City rests not only on the strong commitment and joint effort of the City Mayor and Vice Mayor, but also on the dynamism, efficiency and effectiveness of the ELA Team.”

ELA is an instrument for Local Governance and Development that strengthens the utilization of LGU information, other plans and stakeholder agenda, and builds in the resources and capacities required to carry out their priorities.
