well-planned and efficiently-zoned urban communities where basic services and facilities are adequately provided, peace and order prevail and whose citizens are safe and secure, are provided the opportunities for economic advancement, protected from disasters, calamities and environmental degradation, and for whom are offered health, sanitation, cultural, educational, tourism and sports and recreational facilities, services and amenities including the proper care for the needy and disadvantaged, where the general welfare of all residents is sufficiently assured and whose future prosperity and quality of life is adequately insured and at par with the best cities in the world.
