The
project is advocating for the widespread application of an Ecological Solid
Waste Management System as envisioned in Republic Act 9003. It is supportive of
the Millennium Development Goals in ensuring environmental sustainability,
anchored on strategies of the MTPDP of the present administration.
Its
goal is to capacitate LGUs in the implementation of a Solid Waste Management
(SWM) Program in conjunction with the institutionalization of a SWM mechanism
at the local level.
To
achieve this, it aims to assess the operations and functions of LSWMBs and
monitor the appropriate SWM mechanism at that level.
INVENTORY
OF SOLID WASTE DISPOSAL SITE
Upon
the request of the Department of Environment and Natural Resources Management
(DENR) Undersecretary for Local Government, Memorandum dated 14 September 2004
was issued to all DILG Regional Directors, directing to cause the inventory of
all LGU Disposal Sites/Facilities/Materials Recovery Facilities (MRF) in their
areas. The said Memorandum was referred to all DILG Regional Offices to submit
their reports on or before 15 October 2004.
INVENTORIES
ON CREATION/RECONSTITUTION OF SWMBs and BESWMCs
Memorandum
Circular number 2004-151 dated 8 November 2004, directing the reconstitution of
Local Solid Waste Management Boards (LSWMBs) & updates of Barangay
Ecological Solid Waste Management Committees (BESWMCs) was issued in view of
the May 2003 election & the assumption to office of the new set of ocal
officials.
The
Memorandum Circular directed Regional Offices to submit beginning 1 December
2004, the list of LGUs with reconstituted LSWMBs and updates BESWMC.

and municipalities have already established their respective LSWMBs

already established their respective Barangay Ecological Solid Waste Management
Committees (BESWMCs)

Conducted
Assessment of the Operation and Functionality of LSWMBs per RA No. 9003. For
2005, survey questionnaires were administered in LGUs in Regions I, II, III,
CAR and NCR which approximately totaled 20% of LGUs nationwide. To date, the
preparation of the assessment report for the said LGUs is on-going.
