The Local Environmental Planning and Management (L-EPM) Project aims to capacitate LGUs to replicate innovative and good practices and tools in improving local governance particularly in the area of local environmental planning and management. This shall be accomplished through the documentation and replication of good practices on local environmental planning and management. Partnership with LGUs Leagues and institutions shall also be enhanced and enriched so as to sustain the efforts undertaken under the project.

BACKGROUND and RATIONALE

In January 2005, an Agreement of Cooperation between the Department of the Interior and Local Government (DILG) and the UN-HABITAT was signed and started a partnership between the two offices in implementing the Local Environmental Planning and Management (L-EPM) Project in Cagayan de Oro City. The Project aims to sustain the good practices in selected barangays and advocate for its further replication in other cities in the country.

PROJECT DESCRIPTION

GO-FAR/L-EPM supports LGUs in their efforts to address their environmental concerns/issues by replicating and using L-EPM tools and processes. It is a resource facility for other stakeholders in local governance as it intends to disseminate and make use of the lessons generated from the program for other purposes like project, program, and policy development.

The GO-FAR/L-EPM shall be implemented in four components illustrated in matrix.

GOALS and OBJECTIVES

In general, the GO-FAR: Environmental Planning and Management (GO-FAR/L-EPM) Program has four major goals:

  • Sustain the gains of L-EPM process in Cagayan de Oro City (CDOC);
  • Up scale knowledge on L-EPM process and expand projects to other barangays in CDOC;
  • Capacitate the League of Cities of the Philippines (LCP) to perform advocacy works in the replication of L-EPM program, tools, and processes;
  • and Provide financial and technical assistance (facility) to strengthen capacities and capabilities of other interested LGUs and their partners to address priority environmental issues though replication, adaptation, and/or demonstration projects.

    Specifically, GO-FAR/L-EPM aims to:

  • Ensure that the knowledge gained from the L-EPM and replication processes are properly stored, managed, processed and disseminated as reference or learning materials for training interventions and also for program and policy development;
  • Enhance LGUs understanding of the key environmental issues confronting their respective localities and provide them opportunity to identify and apply specific tools and techniques to address the identified concerns;
  • Establish partnership and linkages both at the local, national, and international levels to maximize access as well as dissemination of the experiences in applying local L-EPM methodologies; and
  • Document and publish information materials on the adaptation and replication processes in Cagayan de Oro City and other L-EPM related activities in the region as reference for training, conferences, information exchange for policy and program development.
MANAGEMENT

The program shall be executed by the Department of the Interior and Local Government and specifically under the supervision of the Program Manager of UNDP-LOGIC.

The UNDP-LOGIC Program Manager, who will lead and be responsible for the overall implementation of the program, shall chair the Program Steering Committee (PSC). The Head of the Project Management Team, who come from BLGD, shall coordinate the program implementation with the other member of the team composed of the following units:

  • Department of the Interior and Local Government Regional Office X (DILG-Region X): Information Dissemination and Management of Sustaining the Gains of L-EPM Project in Cagayan de Oro City;
  • Bureau of Local Government Development (BLGD): LGUs’ Replication and Adaptation of the L-EPM processes;
  • League of Cities of the Philippines (LCP): Advocacy for GO-FAR/L-EPM Program and advisory service to LGUs replicating the L-EPM project, tools, and processes; and
  • Local Government Academy (LGA) and the Bureau of Local Government Supervision (BLGS): Knowledge Management: such as curriculum and training materials development and policy development respectively.

These units will be responsible for ensuring the effective and efficient implementation of the components including the monitoring and evaluation activities in the different components. They shall mobilize resources and coordinate with the program’s partner institutions in implementing their respective components.

FUND MANAGEMENT

The SCP financial support shall be transferred to the DILG trust fund. The DILG shall likewise transfer the fund to the implementing agencies such as the DILG Regional Office X, LGA and LCP. Funds pertaining to barangay expansion and documentation by the City Government and Liceo de Cagayan shall be transferred to DILG Regional Office X, which shall enter into Memorandum of Agreement (MOA) among these institutions. The consultants will finalize details of these arrangements.

ROLE ASSIGNMENT
  • Program Steering Committee
    Sets directions and checks alignment of components. It reviews and approves proposals. During the course of implementing this program, the PSC will explore resource complementation arrangements with other agencies such as the United Nations Development Programme (UNDP), Philippine-Canada Local Government Support Program (LGSP), Development Academy of the Philippines (DAP), Department of Environment and Natural Resources (DENR), and PPSURP.
  • Project Management Team
    Ensure the effective and efficient implementation of program activities and interventions. It will also see to it that activities in the different components complement each other and are aligned towards the accomplishment of the program goals. It also provides technical assistance to PSC.
  • Component Managers
    Ensure the delivery of quality outputs in their respective components and monitor the implementation of activities. They also report to the Project Manager the status of their program implementation.
RESOURCE COMPLEMENTATION

This Program will be jointly implemented with the GO-FAR component of LOGIC and the Kaakbay Project, which are also being managed and supervised by the Department of the Interior and Local Government (DILG). The Department, through the Local Governance Good Practices-Facility for Adaptation and Replication (GO-FAR) component of LOGIC, has established mechanism for administration of funds to support LGUs who like replicate and adopt good local governance practices, including exemplary practices on Local Environmental Planning and Management (L-EPM). The Kaakbay project on the other hand establishes simple methodologies to help cities and municipalities in Region X and XI easily adopt best or “exemplary practices” experienced in other LGUs like L-EPM. LOGIC receives financial support from the United Nations Development Programme (UNDP) and Kaakbay receives support from the Philippine-Canada Local Government Support Program (LGSP). Some resources of these projects shall be allocated to support replication activities on Local-Environmental Planning and Management (L-EPM). The DILG will contribute to the project cost by providing staff to implement the program.
