  THE PROJECT

This project is a support intervention to the government's effort in responding to the global call for gender equality in all areas of social and economic development.

It aims to institutionalize the integration of gender perspectives in the overall operations of the Local Government Units (LGUs) and advocate women empowerment and equitable participation in decision-making and development efforts at the local level.

Th e project aims to put into operation the provision of RA 7192 that recognizes the role of women in nation building and promotes the fundamental equality before the law of women and men.

The project shall involve series of capability building activities for both the DILG and LGU GAD Focal Points to identify ways of integrating gender concerns in every phase of local planning and budgeting.

 

 PROJECT JUSTIFICATION:

Article II, Section 14, 1987 Philippine Constitution states that” The State recognizes the role of women in nation building and shall ensure the fundamental equality before the law of women and men.”.

RA 7192 – Otherwise known as "Women in Development and Nation Building Act" recognizes the role of women in nation building and promotes the fundamental equality before the law of women and men.

Joint Memorandum Circular (JMC) 2001-01 dated December 19, 2001 states the Guidelines for integrating Gender and Development (GAD) in the Local Planning and Budgeting System through the formulation of GAD Plans.

Joint Circular 2001-1 dated August 15, 2001 - Guidelines to implement Gender Mainstreaming and Institutionalization in the existing Agency’s Programs, Activities and Projects.

Joint Circular 2004–1 dated April 4, 2004 states the Guidelines for the Preparation of Annual Gender and Development (GAD) Plan and Budget and Accomplishment Report to Implement the Section on Programs/Projects Related to GAD of the General Appropriations Act.

 OVERALL PROJECT GOAL

 

To mainstream and institutionalize Gender and Development at the local level ensuring that it is integrated and incorporated in their planning and budgeting processes. Further, ensure the creation of Local Councils of Women in every city and municipality.

   OBJECTIVELY VERIFIABLE INDICATORS

  • No. of LGU with GAD Plan integrated into AIPs/:LDIP and addressing GAD issues in the locality.
  • No. of local Councils of Women Organized
  • No. of LGUs with GAD Focal Point
  • No. of LGUs with GAD Code

 PERFORMANCE INDICATORS:

  • Total No. of local development policies
  • No. of workshop/training/seminar and general assemblies conducted by regional coordinators for LGUs
  • No. of LGUs that includes 5% GAD Budget in their PPAs
  • No. of monitored DILG Regional GAD trainors action plan implemented
  • No. of established LGU-GAD and LCW databank
  • No. of Technical Assistance rendered to Regional GAD Trainors in their advocacy on the implementation of the planning and budgeting for LGUs nationwide

  • To advocate GAD Mainstreaming in every Province, City and Municipality
  • To implement GAD mainstreaming to include adoption of GAD Planning and Budgeting processes and creation of Local Coucils o Women.
