I. INTRODUCTION :
The challenge to any local government unit (LGU) for the continuous improvement in the basic delivery of services compelled them to keep pace with the changing environment brought about by the digital economy.

The Sanggunian Council, as the legislative body of the local government unit, is mandated to enact ordinances, approve resolutions and appropriate funds for the general welfare of the local government unit and its inhabitants pursuant to Section 16 of the Code and the proper exercise of the corporate powers of the local government provided in Rule IX.

In view thereof, the Legislative Tracking and Performance Monitoring Project was designed to strengthen the capability of the Sanggunian Council to effectively discharge their duties through the adoption of information technology, focusing on Sanggunian Information System

Intended beneficiaries in this project are the Sanggunian Council, LCEs & other Local Officials, Community, NGOs/POs/PS.


II. OBJECTIVES:

General :

To improve and strengthen the technical and administrative capability of the Sanggunian Council.

Specifics :

  • Track down various Sanggunian records, transactions and documents in aid of efficient legislation;

  • Provide status of performance of the individual members of the various Sanggunian committees

IV. PROJECT REQUIREMENTS:

LGUs who wish to avail the application systems must meet the following requirements before software installation and/or technical assistance are extended:

  • Assign at least two to three permanent staff with permanent status of appointment per system with knowledge on computer operation

  • LGU Computer's must have the following minimum configurations:
    • At least 1.0 GHz Pentium III Processor or Higher
    • Windows 98/XP OS
    • At least 128 MB RAM or higher
    • 20GB HDD or greater
    • One (1) 3.5 "Floppy Disk Drive"
    • At least 48X CD-ROM Drive
    • CD-Writer drive for back-up
    • Printer (Preferably Desk Jet Printers)
  • Provide logistic for the effective and successful installation and implementation of the system
