REQUIREMENTS
The
reduction of the Internal Revenue Allotment (IRA),
erroneous tax assessment and collection system, graft
and corruption and the greater demands by the constituents
for better services are some of the problems that
faces our local government units today. These problems
necessitates that government be creative in finding
ways means of increasing their revenue collection.
Our government is faced with the challenged of maximizing
society’s contribution to the government with
minimal efforts and resources. Innovative measures
and radical changes have to be made to ensure effective
monitoring of taxes for the good of the community.
Thus, the need to correctly and efficiently assess,
record, monitor and collect taxes is necessary.
To
address this optimization and efficiency, there
is a need to leverage the use of Information Technology
(IT) in tax processing and collection, the Bureau
of Local Government Development (BLGD) of the DILG,
in its mandate to assist the LGUs in their local
administration has developed systems that will enhance
their capability in revenue generation. The Enhancing
Local Revenue Generating Project (e-LRGP) presents
one of the solutions. The project has two (2) software
solutions namely: Business Permits and Licensing
System (BPLS) and Real Property Tax Assessment and
Collection System (RPTACS) that were developed to
primarily improve the business tax administration
and collection system of the local government units
and store business activities and real property
related information that will be used for effective
planning and management decision.
While
the project is initially intended for municipal
governments who cannot afford to purchase expensive
software packages from private and other institutions,
other levels of local governments may adopt it but
certain modifications as required by their peculiarities
and conditions may be affected. The modification
can be done upon the request of the local government
unit.

PROJECT COMPONENTS:
IV. PROJECT REQUIREMENTS:
LGUs
who wish to avail the application systems must meet
the following requirements before software installation
and/or technical assistance are extended:
- LCE
Letter of Intent and
Sanggunian Resolution authorizing
the LCE to enter into an agreement with BLGD and
DILG Regional Office subject for approval by the
Regional office whether LGU meets the requirements
- Signed
Memorandum
of Agreement between BLGD, DILG Regional
Office and LGU (Pro-forma to be secured from BLGD
web site/ Regional Office)
- An
LGU
Administrative Order creating the Project
Steering Committee and/or the Project Technical
Committee
- Assign
at least two to three permanent staff with permanent
status of appointment per system with knowledge
on computer operation
- LGU
Computer's must have the following minimum configurations:
- At
least 1.0 GHz Pentium IV Processor or Higher
- Windows
XP Service Pack 2 - OS
- At
least 256 MB RAM or higher
- 40GB
HDD or greater
- One
(1) 3.5 "Floppy Disk Drive"
- At
least 48X CD-ROM Drive
- CD-Writer
drive for back-up
- Printer
(Preferably Desk/Laser Jet Printers)

Provide logistic for the effective and successful
installation and implementation of the system
