I. INTRODUCTION :
The Enhancing Local Management Project (e-LMP) is designed for local government units with a view to further improve the delivery of basic services through information technology (IT). It is mean to facilitate the flow of information to all levels of the organizational structure, hence, serving as the enabling mechanism for forecasting, decision-making, operational planning, monitoring, financial planning and manpower planning. It also therefore, allows the local chief executive and other interested parties to act accordingly based on the availability of timely, relevant and accurate information.

The Local Government Code of 1991 envisions local government units to be self- reliant and effective partners in the attainment of national development. As such they should have programs, project, activities and services for the growth and the development of their constituents. To do so requires information . Therefore, data information are indispensable in sound decision-making

The BLGD, on its part to assist LGUs promoting efficiency and effectiveness in its operation, developed two system namely: Management Information System (MIS) and Personnel Management Information System (PMIS)

II. OBJECTIVES:

General :

Promotes efficiency and effectiveness in the administration and delivery of basic services through the provision of timely, accurate and relevant information for sound decision-making

Specifics :

  • Facilitates efficient planning, problem solving and decision-making process
  • Provides information support to the local chief executive and other officials;
  • Create or establishes a fast means of disseminating information; and
  • Minimizes time and effort in managing information.

IV. PROJECT REQUIREMENTS:

LGUs who wish to avail the application systems must meet the following requirements before software installation and/or technical assistance are extended:

  • Assign at least two to three permanent staff with permanent status of appointment per system with knowledge on computer operation

  • LGU Computer's must have the following minimum configurations:
    • At least 1.0 GHz Pentium IV Processor or Higher
    • Windows XP Service Pack 2 - OS
    • At least 256 MB RAM or higher
    • 40GB HDD or greater
    • One (1) 3.5 "Floppy Disk Drive"
    • At least 48X CD-ROM Drive
    • CD-Writer drive for back-up
    • Printer (Preferably Desk/Laser Jet Printers)

  • Provide logistic for the effective and successful installation and implementation of the system
