| Signing
of Memorandum of Agreement |

The
ENP project was given a go signal through the signing of the
Memorandum of Agreement between the DILG and Frequentis, the
Austrian company which supplies all the necessary equipment
and applications for this project. See

| Factory
Acceptance Test |
 |
The
Factory Acceptance Test is conducted to ensure that all equipment
and application programs to be installed in the emergency call
centers pass the specifications set during the systems review
and design. This activity was participated by Frequentis
and EDPS personnel. See more

of Emergency Call Centers |

The
major activity of the ENP project is the installation and operationalization
of the different 117 Regional Emergency Call Centers.

| NCR
117 Emergency Call Center Switchover and Inauguration |
|

The
new 117 NCR Emergency Call Center began to operate last May
28, 2003. The switchover to the new system was conducted
in parallel with the old call center of 117 located in PLDT
Espaņa Exchange. Eventually, the entire 117 personnel
transferred to the new center. See

Last
August 2, 2003, the DILG, FCP and Frequentis jointly launched
the new 117 NCR Emergency Call Center, situated at the PLDT
Fairview Exchange, Don Mariano Marcos Ave., Fairview, Quezon
City. The current call center houses 16 working positions
of the ENP system, as well as, the new 117 component, the Text
117. The occasion was attended by various personalities
from the Philippine and Austrian government, non-government
organizations, and the media. See

Maintenance
and Operators' Trainings |

As
part of the knowledge transfer component of the project, several
trainings were held on how to maintain the call centers and
operate the ENP system. Participants from the DILG, PNP,
BFP, and BJMP have attended trainings which started in the early
part of CY 2003. See
